Rhode Island's Department of Environmental Management, Division of Agriculture, publishes one PDF with two separate sections: a directory of certified nurseries and a separate list of licensed nursery stock dealers, each carrying its own currency stamp rather than one date for the whole document.
We matched the Rhode Island businesses shown above against that PDF. The certified-nurseries section states its own certification is valid until September 15, 2026; the licensed-dealers section is printed "as of" December 9, 2025, considerably older. Because the two sections carry different dates, matches from them age differently against the 90-day cap described above: dealer-section matches are past that cap and show the plain as-of-date form, while more recently checked or nursery-section matches can still show "State-licensed." A Rhode Island business with no badge at all may hold a real, current certification or license we simply have not matched in either section.
