It is a regulatory registration tied to the department's own plant-protection authority, not a rating of a business's quality or selection.
We pulled that list directly from the department's own page as a single HTML table and matched the Alabama businesses shown above against it. The page itself carries no printed as-of date, so we record our own pull date as the as-of date, and a badge built from it stays good for 90 days before it switches from "State-licensed" to the plain as-of-date form described above. A "State-licensed" badge here means we found that exact business in Alabama's own file as of that date, nothing more; a business with no badge may hold a real Alabama license we simply have not matched yet, not one we checked and failed to find.
